Bris Kanda Incorporated (BK Inc.) is a rural enterprise development programme established in late 2006 to promote economic growth in the rural areas of the Huon Gulf District in Morobe Province of Papua New Guinea (PNG). Its primary goal is to: Reduce both poverty and vulnerability in the Huon Gulf District through improved and sustained income generation using a private sector-driven approach. Poverty in Papua New Guinea generally refers to a lack of income earning opportunities leading to a lack of access to basic goods, health and education services.

The BK programme was developed in response to a request to the New Zealand Agency for International Development (NZAid) in 2002 by the Honourable Member for the Huon Gulf District, Sasa Zibe, for technical and financial assistance in the production and implementation of a five (5) year development plan for the Morobe Local Level Government (LLG).

In consideration of this request, NZAid proposed facilitating a longer (10) year private sector-led strategy (rather than a traditional government-administered and delivered approach) which would promote partnerships between rural producers and businesses (with relevant assistance from government) to promote local enterprises. NZAid also widened the geographical scope from simply concentrating on the Morobe LLG to incorporate the other two LLGs of the Huon Gulf District of Salamaua and Wampar.

In mid 2007, BK was fully resourced with a Governing Committee, General Manager, professional staff and premises to begin the challenging work ahead. The first three (3) year Strategic Plan was developed and approved by the Governing Committee to guide BK’s direction and start-up actions over the initial 2008 to 2010 periods. It sets out the strategic direction proposed for BK in the form of the long term goal, the objectives to be achieved and the strategies to be followed in order to fully realise this goal. As it is a mandate of the Government of New Zealand and hence NZAid to include “mainstream human rights issue along with gender, and environment,” Gender and Youth is included as a cross-cutting issue in the Bris Kanda Rural Enterprise Development Programme for the Huon Gulf District. The mission of NZAid is to eliminate poverty in developing countries through development partnerships. NZAid therefore aims to ensure that women and men, girls and boys are part of this “partnership” are able to contribute fully to their own social economic development and that development benefits are fairly shared.

Bris Kanda is governed by a Governing Committee which is made up of representatives from the private, public, and the civil society sector and is a legally constituted “association” operating according to sound business principles and practices.

In the local language (pidgin), the term ‘Bris Kanda’ stands for ‘Cane Bridge’ - which originated from a type of bridge built by the local people prior to colonization.(The picture above shows one of this cane bridge) They were built from local materials using local know-how and expertise. The term is used to symbolize ‘local resources, initiatives and collaborative effort’. It represents the idea that the people were once a self-reliant, self sufficient, trading people, so they can be that again. The key word ‘bridge’ is a way of connecting the different peoples together - clans, tribes, the different levels of government stakeholders and enterprise partners - to pursue development directions for the benefit of all the people in the Huon Gulf District.
